This memorandum updates the DoD 7000.14-R, Financial Management Regulation (FMR), Volume 15, Chapter 7 to update the cost for Field Studies Program mementos. 2024 - April 29b Date Changes April 29, 2024 DSCA Policy Memo 24-50, Assignment of Program Code "KA" to track Fiscal Year 2024/2025 Two-Year Operations and Maintenance Funding provided for the Ukraine Security Assistance Initiative has been posted. Program code "KA" the Fiscal Year (FY) 2024/2025 Ukraine Security Assistance Initiative (USAI). USAI activities are authorized under section 1250 of the National Defense Authorization Act (NDAA) for FY 2016 (Public Law (P.L.) 114-92), as most recently amended by section 1241 of the NDAA for FY 2024 (P.L. 118-31). Funds were provided under Title I of the Ukraine Security Supplemental Appropriations Act, 2024 (H.R. 8035)). This memo adds code KA to: Table C4.T2b. Security Cooperation Customer and Regional Codes and Foreign Military Sales Eligibility (DSCA/Defense Finance and Accounting Service Reserved) Table C15.T2. BPC Programs and Authorities - Ukraine Security Assistance Initiative (USAI) 2024 - April 29a Date Changes April 29, 2024 DSCA Policy Memo 24-29, Congressional Notification Update has been posted. This memorandum updates Chapter 5 of the Defense Security Cooperation Agency (DSCA) Security Assistance Management Manual (SAMM) regarding 36(b) congressional notifications (CNs) for major arms sales to reflect current policies and procedures and to provide revised templates. This memo updates: Congressional Notification – Arms Export Control Act 36(b) for Security Assistance Programs and all included figures. Administrative changes in Chapters 4, 5, 8 and 9 to correct links to the new section.
