Latest Updates: February 18, 2020 Date Changes February 16-22, 2020 DSCA Policy Memo 20-09, Assignment of Program Code "DP" to track Fiscal Year (FY) 2020 Operation and Maintenance (O&M) Funds Provided for Indo-Pacific Maritime Security Initiative has been posted. Effective immediately, Program Code "DP" is assigned to track FY 2020 base O&M funds provided to conduct or support programs utilizing the authority provided by section 1263 of the FY 2016 National Defense Authorization Act (NDAA) (Public Law (P.L.) 114-92), as amended by section 1289 of the NDAA for FY 2017 (P.L. 114-328); section 1252 of the NDAA for FY 2019 (P.L. 115-232), re-designated the authority as "the Indo-Pacific Maritime Security Initiative"; and section 1251 of the NDAA for FY 2020 (P.L. 116-92). Funds for code "DP" are provided under Division A of the Consolidated Appropriations Act, 2020 (P.L. 116-93) and will remain available for obligation until September 30, 2020. This memo updates Table C4.T2B. - Security Cooperation (SC) Customer and Regional Codes and FMS Eligibility (DSCA/DFAS Reserved) and Table C15.T2. BPC Programs and Authorities with code "DN". DSCA Policy Memo 20-10, Assignment of Program Code "DM" track Fiscal Year (FY) 2020/2021 Overseas Contingency Operations (OCO) Funds Provided for the Ukraine Security Assistance Initiative (USAI) has been posted. Effective immediately, the following program code “DM” is assigned to track Ukraine Security Assistance Initiative (USAI) programs executed pursuant to Section 1250 of the National Defense Authorization Act for FY 2016 (P.L. 114-92) as amended. Funds for code “DM” are provided under Division A of the Consolidated Appropriations Act, 2020 (P.L. 116-93) and will remain available for obligation until September 30, 2021. This memo updates Table C4.T2B. - Security Cooperation (SC) Customer and Regional Codes and FMS Eligibility (DSCA/DFAS Reserved) and Table C15.T2. BPC Programs and Authorities with code "DN". February 03, 2020 Date Changes February 02-08, 2020 DSCA Policy Memo 19-14, Enhanced End-Use Monitoring Procedures for Enhanced Case-Unique Articles has been posted. This memorandum updates Enhanced End-Use Monitoring (EEUM) procedures described in Chapter 8 of the Security Assistance Management Manual (SAMM). Currently, there is no way to identify or track EEUM defense articles considered "Case-Unique." Enhanced Case-Unique articles are items not generally treated as EEUM but are designated as EEUM for specific Foreign Military Sales (FMS) exports. This memo revises: C8.4.1. Definition. C8.4.2.1. Determining the MASL EUM code. C8.4.2.2. Developing LOA physical security and accountability EEUM Note. C8.4.2.3. Publishing physical security and accountability EEUM notes for inclusion on the LOA. C8.4.2.4. Developing and validating EEUM checklists. Table C8.T2. Figure C8.F1. Figure C8.F2. Designating Enhanced Case Unique Defense Articles Process Flow DSCA Policy Memo 20-03, Calendar Year (CY) 2020 Transportation Costs Look Up Table Rates has been posted. Memo provides the CY20 transportation costs to be applied to sensitive and hazardous end items that are shipped to Foreign Military Sales customers via the Defense Transportation System. These CY20 rates will be published as E-Change 465 to the Security Assistance Management Manual, Appendix 2, A2.2. DFAS-Indianapolis will update the Defense Integrated Financial System (DIFS) with the new rates effective 10 February 2020. This memo adds CY2020 Transportation Rates to A2 - Transportation Cost Look-Up Tables. DSCA Policy Memo 20-05, Security Assistance Management Manual (SAMM), Administrative Changes has been posted. This memorandum updates the SAMM with clerical and administrative changes. This memorandum does not contain contextual policy changes. DSCA will issue contextual changes to the SAMM under a separate policy memo/SAMM E-change. January 30, 2020 Date Changes January 26-31, 2020 DSCA Policy Memo 19-56, Assignment of Program Code "DN" to track Economic Support Fund (ESF) programs for Fiscal Year (FY) 2014 and FY 2018 has been posted. Effective immediately program code "DN" is assigned to track FY 2014 and FY 2018 Overseas Contingency Operations (OCO) funds provided for the Economic Support Fund (ESF). OCO funds in support of this program were provided by Division K of the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2014 (P.L. 113-76) and the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2018 (P.L. 115-141), respectively. This memo updates Table C4.T2B. - Security Cooperation (SC) Customer and Regional Codes and FMS Eligibility (DSCA/DFAS Reserved) and Table C15.T2. BPC Programs and Authorities with code "DN". DSCA Policy Memo 20-07, Delegation of Authority for Foreign Military Sales Accounts with the Federal Reserve Bank (FRB) and Commercial Bank Accounts (CBA) has been posted. The purpose of this memorandum is to delegate signature authority for FRB and CBA agreements and other banking related documentation to the DSCA Chief Financial Officer (CFO). This is an effort to improve and streamline the financial and banking processes managed by DSCA. This memo updates sections C9.11.2. FRB New York Accounts. and C9.11.3. Commercial Banking Account. January 06, 2020 Date Changes January 05-11, 2019 DSCA Policy Memo 19-32 Update to Cargo Preference Requirements has been posted. This memorandum updates the Cargo Preference requirements in Chapter 7 of the Security Assistance Management Manual (SAMM) to reflect the current ocean shipping environment and to ensure the maximum amount of applicable cargoes are carried by U.S. Flag vessels, while remaining responsive to foreign partners’ needs. Memo revises C7.9.1. Cargo Preference (Ocean) and subsections. DSCA Policy Memo 19-43 Reduction to the Foreign Military Sales (FMS) Contract Administrative Services Surcharge Rate and Rate Structure has been posted. In accordance with the SAMM, Chapter 9, paragraph C9.16.3.3, DSCA conducted a comprehensive review of the Contract Administration Services Cost Clearing Account, including a review of the CAS surcharge rate. This review concluded that higher than expected annual sales has led to a healthy account balance sufficient enough to meet anticipated expenditures until the next review cycle in five years and supported a reduction to the CAS surcharge rate. As a result, the Office of the Under Secretary for Defense – Comptroller has approved a 0.20% reduction – from 1.20% to 1.00% -- in the CONUS FMS CAS surcharge rate, effective February 1, 2020.
